
UPSC Civil Services Examination 2025: Comprehensive Guide
The Union Public Service Commission (UPSC) has released the notification for the Civil Services Examination (CSE) 2025. This announcement was made on January 22, 2025. The application window is currently open and will close on February 11, 2025, at 6:00 PM.
For the 2025 cycle, UPSC has announced approximately 979 vacancies. These positions span various prestigious services, including:
- Indian Administrative Service (IAS)
- Indian Police Service (IPS)
- Indian Foreign Service (IFS)
- Indian Revenue Service (IRS)
This number is slightly lower than the previous year, which had 1,056 vacancies.

Interested candidates need to apply online through the official UPSC website: upsconline.nic.in. Before filling out the application form, applicants must register on the One Time Registration (OTR) platform. This is a one-time setup that will be useful for all future UPSC examinations.
To be eligible for the UPSC CSE 2025, candidates must meet the following criteria:
Nationality:
- For IAS and IPS: Must be a citizen of India.
- For other services:
- A citizen of India, or
- A subject of Nepal, or
- A subject of Bhutan, or
- A Tibetan refugee who came to India before January 1, 1962, with the intention of permanently settling in India, or
- A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia, or Vietnam with the intention of permanently settling in India.
Educational Qualification:
- A degree from a recognized university or an equivalent qualification.
- Candidates in their final year of graduation can also apply, provided they can submit proof of passing the examination along with the application for the Main Examination.
Age Limit:
- Minimum: 21 years as of August 1, 2025.
- Maximum: 32 years as of August 1, 2025.
- Age relaxations apply for certain categories:
- SC/ST: 5 years
- OBC: 3 years
- Defense Services Personnel: 3 years
- Ex-servicemen: 5 years
- Persons with Benchmark Disabilities: 10 years
Number of Attempts:
- General category: 6 attempts
- OBC: 9 attempts
- SC/ST: Unlimited attempts until the age limit
- Persons with Benchmark Disabilities: 9 attempts (for General and OBC); Unlimited (for SC/ST)
UPSC Examination Pattern
The UPSC Civil Services Examination is conducted in three stages:
Preliminary Examination:
- Consists of two objective-type papers:
- General Studies Paper I: Covers subjects like History, Geography, Polity, Economy, Environment, and Current Affairs.
- General Studies Paper II (CSAT): Tests comprehension, logical reasoning, analytical ability, decision-making, and basic numeracy.
- Each paper is of 200 marks.
- Paper II (CSAT) is qualifying in nature; candidates need to score at least 33%.
- Marks obtained in Paper I determine qualification for the Main Examination.
- Consists of two objective-type papers:
Main Examination:
- Consists of nine papers, out of which seven are counted for merit ranking:
- Paper A: Compulsory Indian Language (300 marks) – Qualifying
- Paper B: English (300 marks) – Qualifying
- Papers I to VII: Essay, General Studies (4 papers), and Optional Subject (2 papers) – Each paper is 250 marks.
- Total marks for merit: 1750
- Consists of nine papers, out of which seven are counted for merit ranking:
Personality Test (Interview):
- Candidates who clear the Main Examination are called for an interview.
- The interview carries 275 marks.
